The visual aspects of a city are often what make me see it as "smart" at first glance... when a city isn't completely industrial and stale-looking, but instead exhibits visible respect for art and creativity. I particularly appreciate it when you see art in unexpected places - if I'm in a busy serious city, what makes me smile is seeing something that looks so "un" city-like, yet manages to fit right in at the same time.
