		<description>Seems to me that we would have creative capitalism if the government did not try to hold a monopoly on such problem-solving. They keep saying, &quot;don&#039;t worry about these problems, we&#039;ll take care of them,&quot; and people go, &quot;okay.&quot; And then nothing gets solved. 

For example, if you want to solve the HIV crisis, stop funding HIV research with government money, which after all only pays people to look for a solution, not to find one, and create a massive prize (say, $100 billion) to give to the individual or company that develops a certain cure that would eliminate the virus entirely. See how quickly a cure is found once the incentives are there to find rather than to look for a cure.</description>
