I am not sure about affordability, but I live in Honolulu and it could meet your requirements and it is majority Asian. I also served in the Peace Corps in Thailand. Almost all of the RPCVs from Thailand are back in the USA.

In Honolulu, a lot of items tend to be expensive, more so than on the West Coast, but there are a lot of decent paying service jobs as well and it is the most "Asian" city character in North America and you can get by with a moped...and it is fun for the younger, outdoors/party crowd. (Not as hot if you are 40 and single). Otherwise, I think it is better to determine what you want to study and which school would work well, and what type of career do you want. ESL teacher? Foreign affairs? If you wish to study Asia or foreign affairs, Cornell, Georgetown and John Hopkins are good bets. But I would focus on school first; and my top pick would be a dynamic, small to medium sized college town.

I think you might want to consider one of the following cities:

Darwin, Australia - Very multicultural, and definitely a tropical city. This is where Australia meets Asia, and as a result the population is always turning over with people doing all sorts of interesting things.
It's not a mega-city like Bangkok,though.

Fukuoka, Japan - I went to Kyushu on a working holiday some years back to teach English. This city has reasonably good weather, and an easy-going lifestyle. It is also the closest major Japanese city to the Asian mainland. Check out www.fukuoka-now.com

Hiroshima, Japan - I have only here as a tourist 2 years ago, but the ease of getting around, and the friendliness of the local people has stayed with me.

Finally, you could always try my home city of Canberra, Australia's capital :). www.liveincanberra.com.au

If you are considering the East Coast at all, Fairfax, Virginia should be on your radar. It's not exactly cheap but affordable enough. Mild weather, well, that's hit or miss - given the state of the environment lately, it's been more mild than frigid. But I think anyone can acclimate to weather if a place has the desired mix of cultures and openness. As for transferring credits, I'm guessing you might have a good chance of that at George Mason University - I went there for grad school and the campus is multi-cultural and welcoming, to say the least.
